I like your proposal that gives the G5 a chance

Unlike 40 years ago when 1-A and 1-AA separated, there will never be any upward mobility for a G5 school to move up to a P4 conference. The P4 will be stuck at 64 schools (and note, 1 Power 5 school is very likely going to be left out in this new P4).

In the past, if a school wanted to move up from 1-AA (FCS) to 1-A (FBS), it was possible. There was the hope to achieve greatness. Boise State, UCF, UConn, technically Cincinnati in the 80s and Northern Illinois were all Division 1-A and in some cases barely existed as a football program, yet all have played in a BCS bowl. Marshall and USF have had a few good years too. THAT will never happen in a P4 split unless the Big Ten and SEC want to reduce their standards to allow up and comer schools that are in the G5. I just don't see it from them. The ACC and PAC might, but even then it will be doubtful.

There are 15 to 20 G5 schools that are getting screwed.
